THE NATIONAL OIL SPILL CONTINGENCY PLAN IN THE LEBANESE WATERS - TRAINING AND DRILL
The National Oil Spill Contingency Plan for Spills in the Lebanese Waters (NOSCP) was launched on the 10th of October 2016 in Movenpick Hotel in Beirut. The plan was prepared over the last year by the Lebanese Petroleum Administration and the ‘Sustainable Oil and Gas Development in Lebanon project “SODEL” in close cooperation with ministries, governmental and non-governmental organizations as well as regional and international entities.

The launching event included speeches by H.E. Minister of Energy and Water, Arthur Nazarian, H.E. Minister of Environment, Mohamad Al Machnouk, the Norwegian Ambassador in Lebanon, Lene Lind, the UNDP Country Office, Luca Randa, the Director of REMPEC, Gabino Gonzalez and the Lebanese Petroleum Administration Member and Head of the Quality, Health, Safety and Environment Department, Assem Abou Ibrahim. The launching event is followed by a one-week training for all relevant entities culminating in a table-top exercise.

The National Oil Spill Contingency Plan (NOSCP) in the Lebanese Waters aims to protect human life, the natural resources, as well as the economy and preserve the coastal and marine environment from any adverse effects of an oil spill. The main objectives of this NOSCP are to maintain preparedness and readiness of the involved entities to ensure the timely and effective response to oil spills and prevent further pollution through establishing a mechanism for mutual understanding among governmental and non-governmental entities, private and public sector organizations, and international agencies to co-ordinate and integrate their resources.

The NOSCP adopts a response system based on Incident Command Structure System (ICS) that features an integrated structure, which clearly defines responsibilities, and yet allows sufficient flexibility to adapt to changing or unforeseen circumstances and can be matched appropriately to the scale of the incident.

In this regard, the LPA extends its gratitude for all stakeholders who have contributed to the completion of the final draft of the NOSCP for their efforts, in hope that cooperation continues to finalize all operational procedures to enact and implement the plan.
