10th ARAB ENERGY CONFERENCE
The Lebanese Petroleum Administration (LPA), represented by Me. Gaby daaboul and Mr. Assem abou ibrahim, participated in the Tenth Arab Energy Conference convened in Abu Dhabi, UAE, during the period 21 – 23 December 2014. The theme of the Conference was “Energy and Arab Cooperation”. The presentations covered the following topics: Current developments in the oil and natural gas markets and their implications for Arab countries; investment requirements to develop the energy sector in Arab countries; energy, environment, and sustainable development. Discussions covered also the energy resources; energy consumption and conservation in Arab Countries; Arab electricity interconnection; and technological developments and their implications for energy sector.

LPA NEW PRESIDENT
In-line with the Decree 7968, stipulating that the President of the Petroleum Administration is appointed on a rotational basis among its Board Members, Me. Gaby Daaboul, Head of Legal Affairs Department, took office as President of the Petroleum Administration effective 4 December 2014 for a period of one year.

ARRIVAL OF THE SECOND AIRCRAFT FOR OIL AND GAS AIRBORNE SURVEY
The second aircraft is outfitted with the MERG sensors in order to perform the acquisition of Magnetic, Electromagnetic, Gravitational and Radiometric surveys. The second aircraft will also be performed in the northern part of Lebanon as well as Lebanon’s coastline. The planned airborne acquisition surveys will provide an ability to connect the onshore geologic and geophysical data to the offshore data.

A WORKSHOP ON THE PROTECTION OF HEALTH, SAFETY AND THE ENVIRONMENT IN THE OIL AND GAS SECTOR
The Lebanese Petroleum Administration (LPA), in collaboration with the Norwegian Oil for Development (OfD) program, has organized a workshop about "the protection of health, safety and environment in the oil and gas sector" on the 23th and 24th of October 2014 at the Movenpick Hotel in Beirut
The session was opened with an overview presented by the head of quality, health, safety and environment (QHSE) department at the LPA, engineer Assem Abu Ibrahim, explaining the most important stages in exploration and production in the oil and gas sector, highlighting the expected health, safety and environment effects in each of these stages, stressing the importance of preparing the grounds for this sector by strengthening cooperation with the relevant ministries and assisting in capacity building, and clarifying that the LPA is currently updating and preparing new requirements for the management and reduction of risks on health, safety and environment in the oil and gas sector in collaboration with concerned government organizations.

LEBANON PETROLEUM DAY 2014 (LPD)
Under the auspices of the Ministry of Energy and Water, the Lebanese Petroleum Administration (LPA) organized the "Lebanon Petroleum Day 2014" at Phoenicia Hotel, Beirut.
A series of stimulating multi-disciplinary discussions took place covering various themes including: offshore updates, onshore ongoing surveys and draft law, the value chain of the petroleum industry and the opportunities it brings, Lebanon’s gas potential, safety and environmental measures for the exploration phase.
The LPD gathered national and international oil and gas companies, governmental institutions, academia and research centers, professional associations, media, civil society organisations, students, and relevant stakeholders.

A WORKSHOP ON CONTINGENCY PLANNING AND EMERGENCY PREPAREDNESS IN THE OIL AND GAS SECTOR
The Lebanese Petroleum Administration (LPA), in cooperation with the Norwegian Oil for Development (OfD) program, has organized a workshop about “Contingency Planning and Emergency Response in the Oil and Gas Sector” on the 21st of October 2014 at the Movenpick Hotel in Beirut.
The session was opened with an overview presented by the head of quality, health, safety and environment (QHSE) department at the LPA, engineer Assem Abu Ibrahim, explaining the most important stages in exploration and production in the oil and gas sector. He highlighted the potential environmental impacts associated with each stage, stressing on the importance of preparing the grounds for this sector by strengthening cooperation with relevant ministries and assisting in capacity building. Finally, he clarified that the LPA is currently preparing a national plan to combat oil spills that may result from the petroleum activities in collaboration with the United Nations Development Program.

AIRBORNE OPERATIONS TO SURVEY FOR OIL AND GAS
As part of the deal between the Ministry of Energy and Water and NEOS Geosolutions , the first aircraft to survey Lebanon’s onshore hydrocarbon prospectivity began on Friday 3rd October, 2014. The Cessna 404 aircraft is a fixed wing acquisition platform that is outfitted with hyperspectral sensors and it will survey the northern part of Lebanon as well as Lebanon’s coastline (transition zone). The second aircraft will arrive to Beirut soon.

LEBANON’S EMERGING OIL & GAS SECTOR: A DISCUSSION WITH ENERGY MINISTER ARTHUR NAZARIAN

MALTA ENERGY CONFERENCE - SECURITY OF GAS SUPPLY : THE ROLE OF GAS DEVELOPMENTS IN THE MEDITERRANEAN REGION
The Lebanese Petroleum Administration represented by Dr. Nasser Hoteit and Mr. Walid Nasr attended the Malta Energy Conference entitled ‘Security of Gas Supply: The Role of Gas Developments In The Mediterranean Region’. The conference was held in Malta, on the 10th and 11th July 2014 under the auspices of the European Commissioner for Energy, the Maltese Ministry for Energy and Health and the Ministry of Energy, Commerce, Industry and Tourism of Cyprus.

UNDERSTANDING AND DRAFTING UPSTREAM OIL & GAS CONTRACTS

TWO WEEKS TRAINING ORGANIZED BY PETROLEUM GEO-SERVICES (PGS)
Four of the LPA staff attended two weeks training organized by PGS. The Training took place at PGS head office in OSLO. The agenda included the following items: Seismic processing and interpretation, reservoir volumetric and resource estimation, introduction to rock physics and seismic data analysis, introduction to seismic acquisition and survey design and an introduction to the Geostreamer acquisition.

IAIA CONFERENCE ON IMPACT ASSESSMENT FOR SOCIAL AND ECONOMIC DEVELOPMENT
The Lebanese Petroleum Administration (LPA) has recently participated in the International Association for Impact Assessment (IAIA) 2014’s conference on Impact Assessment for Social and Economic Development held from April 8-11, 2014 , in Vina del Mar, Chile. Over 800 people from 90 countries attended IAIA 14 , which was focused on social and economic development issues. The event included diverse technical sessions, theme forums, trainings and discussions, which were rich with networking and information gathering opportunities of use to the attendees. The PA and the Lebanese Ministry of Environment representatives were among 21 developing country professionals from South America , the Middle East and Africa sponsored by the Oil For Development Program (OfD) which is supported by the Norwegian government.
Assem Abou Ibrahim, Head of QHSE department at the LPA, presented the comprehensive planning process which is currently taking place in Lebanon to facilitate possible petroleum sector development with a focus on the Health, Safety and Environmental (HSE) challenges and the control measures and strategies being put in place or planned.

ROUND TABLE DISCUSSION SERIES: FISCAL TERMS OF THE DRAFT MODEL EPA
The Lebanese Center for Policy Studies (LCPS) and the Lebanese Petroleum Administration (LPA) organized their third round table to present and discuss the financial and economic terms of the draft decree of the offshore petroleum exploration and production model agreement (EPA).
The round table was held on Monday, 25 March 2014, at the Lebanese Economic and Social Council in Beirut.
The meeting was co-chaired by Mr. Sami Atallah, Executive Director of LCPS and Dr. Nasser Hoteit, Chairman of the Board of the Lebanese Petroleum Administration.
Two presentations were delivered by Mr. Wissam Zahabi, LPA Board Member and Head of Economics and Finance Department and Dr. Carole Nakhle, Energy Economist and Research fellow at LCPS, followed by open discussion and questions from the participants.

LEBANON DELAYS GAS TENDER FOR THIRD AND "LAST" TIME - MINISTER
BEIRUT, Jan 8 (Reuters) - Lebanon delayed until April its first offshore gas licensing round for a third time on Wednesday after politicians repeatedly failed to form a government that could approve the bidding process, its energy minister said.
Energy Minister Gebran Bassil, however, vowed to proceed with the next proposed bidding round, with or without a fully functioning government.More information
