Building on a participative approach, the LPA signed several Memorandum of Understandings (MoUs) with academia, civil society organisations, non-profit private organizations and public institutions to collaborate on the promotion of information exchange in the offshore oil and gas sector, to build public and private capacities and to manage shape expectations.
Within the framework of these MoUs several activities have been undertaken, including workshops, seminars, presentations, collaboration on papers and roundtables.
On the 11th of April 2019 the Tripoli Bar Association and the LPA signed an MoU to establish a framework to exchange information and expertise pertinent to the offshore petroleum sector while putting in place programmes covering the legal aspects of exploration activities in Lebanon in the objective to build lawyers capacities.
Rafik Hariri University (RHU) and the LPA signed in March 2019 signed an MoU that provides the required platform for cooperation in areas related to education, training, exchange of information, research and development, and sponsorship of relevant conferences and workshops, in addition to other potential activities that aim at spreading awareness and knowledge with respect to the Lebanese offshore oil and gas sector, while managing expectations.
In parallel, the College of Business Administration at RHU is working to expand and consolidate the appropriate academic and institutional structures for its Oil and Gas Management Master programme.
The University of Aberdeen and the LPA signed an MoU on the 3rd of November 2017 establishing mutual collaboration on academic research in the fields of petroleum geology and geophysics.
The Chambers of Commerce, Industry and Agriculture in Beirut and Mount Lebanon and in Tripoli and North Lebanon play a role in promoting and supporting the private sector, its productivity and its competitiveness. The Chambers also plays a role in international economic organizations and in shaping local economic policies.
Given this context, the LPA signed a three-year renewable MoU with the Chamber of Commerce, Industry and Agriculture in Beirut on the 8th of January 2016; and a three-year renewable MoU with the Chamber of Commerce, Industry and Agriculture in Tripoli and Northern Lebanon on the 15th of February 2016. The parties aim to cooperate in order to build local capacities in such a way to continuously develop the skills of the industrial sector and to prepare it to participate productively in petroleum activities. The objectives of this MoU also aim to improve the national economic possibilities, to successfully initiate a sustainable developmental approach to petroleum activities, to attract investors and incentivize interest in Lebanon’s prospective resources through scientific and consultative activities that cover the economic and financial aspects related to exploration activities in Lebanon.
On the 1st of September 2015 the LPA and USEK agreed to collaborate over a duration of a five-year period on oil and gas related topics to promote the understanding on the nascent Lebanese petroleum sector and to exchange expertise on mutually beneficial matters. Areas of interest include, but are not limited to, the development of the oil and gas technical education in Lebanon; the development of the oil and gas related higher education; the scientific collaboration and the elaboration of common research projects such as the social, economic and environmental impacts of the oil and gas industry in Lebanon; and finally the organization of seminars and conferences related to the oil and gas industry.
On the 4th of August 2015 the Lebanese Petroleum Administration (LPA) and the Consultative Centre for Studies and Documentation signed a one-year renewable MoU, which aims to promote cooperation, knowledge sharing, expertise and information on topics related to the management and the development of petroleum related activities in Lebanon. The objectives are to be met through the joint organization of meetings, round tables and conferences, in addition to the preparation of studies and researches on relevant oil and gas related topics that would jointly benefit and promote the knowledge of the two entities on the nascent petroleum sector.
On the 22nd of October 2014 the Syndicate of Lawyers in Beirut and the LPA signed a two-year renewable MoU to promote cooperation, to exchange expertise and to undertake common scientific and consultative activities that cover the legal aspects of oil and gas exploration activities in Lebanon. This MoU is set to develop lawyers’ capabilities related to the nascent petroleum sector, hence to improve the knowledge of the legal body in general and lawyers in particular. More specifically, the MoU emphasizes on the continuous cooperation between the two parties on organizing and participating in conferences, round tables and trainings related to the legal and legislative aspects of oil and gas exploration activities. Additionally, this MoU entitles the LPA to provide the Syndicate of Lawyers the necessary scientific and technical assistance in order to prepare academic curriculums addressing the legal, legislative and contractual aspects of oil and gas activities in Lebanon.
Furthermore, the LPA also provides the Syndicate’s related library publications, brochures and documents in order to support the lawyers’ researches on oil and gas related matters. On its side, the Syndicate provides the LPA consultative legal assistance when needed among other activities.
On the 13th of June 2018 the LPA and the Beirut Bar Association renewed the protocol of cooperation between the two institutions.
The Faculty of Engineering and Architecture at AUB and the LPA put a strong emphasis on collaborating on matters addressing the exchange of information, studies and researches in relation to the nascent petroleum sector in Lebanon. Also the collaboration between the AUB and the LPA aims to develop academic curriculums and training programmes through the establishment of oil and gas research programmes. In this regard the MoU between the AUB and the LPA aims to promote petroleum related knowledge and to build capacities; to put in place common activities namely meetings and conferences; to specify academic programmes related to renewable energies and the petroleum sector among other things. The MoU between the AUB and the LPA was signed on the 2nd of June 2014 for a three-year renewable period.
On the 22nd of July 2013 a one-year renewable MoU was signed between the LCPS and the LPA. The objective of this MoU is to promote cooperation and exchange of information and expertise in relation to the management and the development of petroleum activities in Lebanon. More specifically, the activities around which the MoU turn are the following: cooperation in the organization of meetings, roundtables and conferences; preparation and exchange of studies and researches; exchange of publications and information and the organization of timely meetings to follow up on the MoU progress and implementation. Several activities were organized in 2014 and 2015, namely a series of round table discussions about the fiscal terms of the draft model Exploration and Production Agreement (EPA) in March 2014; and workshops on governance and transparency (June 2014, October 2015); in addition several policy papers discussions were initiated on topics such as the oil and gas fiscal framework and revenues management, and potential export options for Lebanon to name a few.
